By my understanding, Douglas means that the work of reversing the dictionary, which at first sight seems very easy, would be almost as enormous as compiling the original Amoy-English dictionary.

"falling not very far short of" is a fancy way of saying "very close to".

人們相信，操廈門話（包括其下屬方言）的人數有八百萬到一千萬。這是記錄這門口語的第一本字典。關於中國通用書面語已經問世了數目頗豐的字典。這其中的一本，即牧師Mudhurst博士的《Dictionary of the Hok-kien Dialect》，記錄了漳州音（或者更確切地說是漳浦音，即Chiuⁿ-pó•）的漢字。一些通俗用語也被記錄在牧師Mudhurst博士的字典裏，但數量很少，而且完全只存在於漳州或漳浦方言裏，此外不幸的是，字典給出的通俗語形式很不準確。其他的出版物中，唯一有點接近字典形式的，就算Doty和Macgowan的手冊（指的是《Manual of Amoy Colloquial》一書，GnuDoyng譯注）裏非常簡短的辭彙表了。
